Louis Martinez is an award-winning Senior Executive with more than 25 years of experience running major municipal water utility operations across the nation and is now the Managing Director for the City of DeSoto’s Public Utilities Department.
Louis is responsible for the management of a $30 million dollar annual budget and oversees the Administration, Utility Billing, Utility Field/Maintenance Operations Divisions for DeSoto and leads a motivated team of 30 full-time employees responsible for supplying our 54,000 residents with water, wastewater, and other utility billing services.
This includes the operation of more than 200 miles of large pipes, water valves, sewer pipes, pumping facilities, water meters, and departmental financial systems. It's a massive operation but Louis and his team are up to the task.
Prior to coming to DeSoto, Louis served as the Director of Waterworks for Newport News, Virginia where the utility received national recognition from the Association of Metropolitan Water Agencies. He also served as the Lake Havasu City Director of Operations and Maintenance. Prior to that he spent close to two decades as the City of Albuquerque’s Wastewater - Assistant Division Manager and as the Asset Manager for ABCWUA (Albuquerque Bernalillo County Water Utility Authority). Louis also served as Bernalillo County Deputy Treasurer with responsibility for revenue/property tax collections for 12 public agencies, over $300 million.
Louis is a graduate of the University of New Mexico with a B.A. in Geology and a Master’s in Water Resources. He is an avid rugby player and coach. He and Wife Melissa, both New Mexico natives, have been married for more than 30 years and have 4 children.
