The aesthetics of a community, and the overall way by which the property standards are managed and maintained, is our focus. In an effort to help you enjoy being a part of our community, we would like to provide this information to help you become familiar with the responsibilities of our residents.  We hope this information will be helpful to you in doing your part to help make DeSoto a clean and safe place to live.
Violations
High Grass/Weeds
ORDINANCE REQUIREMENTS
City Ordinances require that weeds and grass be kept below 12 inches in height, and that trimmings are not allowed to accumulate in any gutter, street, sidewalk, alley or any other public or private property.  The owner or occupant of the property is required to maintain that property from the street in the front, to the middle of the alley in the back (or the property line.) This includes the front, back and side yards, the right-of-way (the area between the sidewalk and the curb,) and the alley and easement (the area behind the property.)  

Each resident must maintain their half of the alley/easement from rear of the property or fence line to center point of alley/easement.  Any acreage must be maintained with a perimeter of a minimum of 200 feet from any property line adjacent to any developed residential or non-residential property.
Junk, Litter, Trash and Debris

Document (5)Trash must be placed in the proper receptacles at all times. The receptacle must be placed in the proper location either on the front right-of-way or in the alley for weekly solid waste pickup. 

The front, back, side yards, alley and easement, must remain free of all litter, trash and refuse. It must be disposed of properly. This includes auto parts, appliances, furniture, building and/or landscaping materials, tires, litter such as discarded paper, cardboard, plastics, etc., debris such as tree trimmings and fallen tree limbs, or any items that have been discarded.

Trash and Recycling Information

Open Storage - Keeping of any materials such as equipment, building or landscaping materials, parts, appliances or any scrap items outside or on the exterior of any building or house is not permitted. (except for materials for the resident’s personal use of consumption, i.e. firewood, gardening materials, etc.) is prohibited.

Fences

ORDINANCE REQUIREMENTS
Code Enforcement requires owners to repair, or replace fences identified in violation. It is unlawful to allow your fence to lean or to have missing, loose or broken slats or panels.

Property owners must maintain their fence at all times. (Removal is not an option where a pool barrier fence is involved.)  No fence shall be constructed, altered or maintained without first obtaining a permit from the Building Inspection Department at 972-230-9610, if the value of said construction will exceed twenty-five dollars ($25.00), including labor and materials. The posts and rails of a new fence must not be exposed to an adjacent street. New and replacement wooden fences must have metal posts. 

The fence is not allowed to have symbols, writings or other graffiti except for signs which pertain to the address or occupancy of the property. It is prohibited to have barbed wire, hog wire or chicken wire, or to have an electric fence.

SWIMMING POOL FENCES
If you have a swimming pool, a fence, structure or gate is required to completely surround the swimming pool to prevent small children from inadvertently wandering near the pool and falling in. Damaged or missing swimming pool fences are considered a public safety risk and are a serious matter that could result in the automatic issuance of a citation. All swimming pools must be completely secured with a six-foot fence, and all necessary fence repairs must be complete. The fence, structure or gate shall not be lower than six feet in height, and not have any openings that will allow a four-inch diameter sphere to pass through; and all gates should have a self-closing and self-latching device, designed to keep gates closed and locked at all times. Illegal Signs
ORDINANCE REQUIREMENTS

A permit is required to erect a sign on private property. Information about sign permits may be obtained from the Action Center at 972-274-CITY.  The permittee of any sign shall maintain all parts and support in good condition to prevent deterioration, oxidation, rust, and other unsightly conditions.

It is illegal to erect or affix a sign in the right-of-way (the area from the curb to the sidewalk,) in the median (the area in the middle of a street,) on trees, public fences, buildings or utility/telephone poles. 

GARAGE SALE SIGNS

One garage sale (1) sign is permitted, not to exceed two (2) square feet upon the property where the sale is taking place. Any other sign, at any other location, is illegal. Get a Garage Sale Permit

Vehicles
INOPERABLE VEHICLES
An inoperable vehicle is a vehicle that is wrecked, dismantled, on flat tires, has expired registration, an invalid inspection certificate or is on jacks. These vehicles may not be visible in public view, public right of way, street or any other private property.  Tarps, shades and other types of materials are not acceptable screening. 

PARKING ON UNIMPROVED SURFACES
No vehicle should be parked in the front or side yards at any time, except on a driveway or on an improved surface such as reinforced concrete. 

PROHIBITED PARKING LOCATIONS
Parking in the alley is prohibited at all times.  It is illegal to block the city sidewalk with your vehicle. Sidewalks are considered public right-of-way, and city ordinance prohibits vehicles from stopping, standing or parking on a sidewalk. The driver of any vehicle shall not stop, stand or park their vehicle on the street other than parallel with the edge of the roadway, headed in the direction of traffic, and with the curbside wheels of the vehicle within eighteen inches (18") of the edge of the roadway.  No person shall stand, stop or park a motor vehicle upon any public street within ten (10) feet of a postal receptacle except on Sundays and federal holidays. It shall be unlawful for any person to leave, park, or stand a road tractor, tractor-trailer or truck-tractor upon any street, alley, or public or private property within any single-family or multi-family dwelling residential zoning district:


OVERSIZED VEHICLES
Oversized vehicles may not be parked or stored in any residential neighborhood. An overweight vehicle means a truck tractor, semi-trailer, trailer with a rated capacity in excess of 14,500 GVWR or higher such as flatbed trucks, vehicles with mounted equipment, mechanical or hydraulic devices designed to assist in loading or unloading freight or the transporting of other vehicles.

Recreational vehicles and travel trailers may be parked in residential neighborhoods, but must be parked on private property on an improved surface. Recreational vehicles must not be parked as to cause a visibility obstruction to vehicular and pedestrian traffic.

Overgrown Trees and Shrubs
OVERGROWN TREES AND SHRUBS
Property owners having any tree or shrub overhanging any street and/or alley shall have them pruned to allow a minimum of 14 ½ feet clearance above the surface. Trees and shrubs overhanging the sidewalk shall be pruned to allow a minimum of 8 feet clearance above the surface.
Addressing

ADDRESSING
The owner or agent of any structure in the city shall place the official address on the structure, so that it is plainly visible from both the front and rear of the premises. Numbers or letters shall be of durable metal, in contrasting color, a minimum of (3) inches in height and visible and readable from the public street and alley.
